Stipendiary Steward

Rásaíocht Con Éireann / Greyhound Racing Ireland (GRI) has responsibility for the promotion, regulation and ongoing commercial development of the Greyhound industry in Ireland.  Care and welfare of greyhounds are key priorities for GRI and for the greyhound industry generally. In 2021 GRI carried out over 1,000 kennel inspections across the country. Arising from an upcoming retirement GRI wishes to recruit a Stipendiary Steward which is a key role from a integrity, regulation and welfare perspective. The position is open to both internal and external candidates.

Job Title:                                         Stipendiary Steward

Objective:                                      The position is an important role in terms of overseeing, supervising and delivering the integrity of the greyhound industry in relation to; official race meetings, official trial sessions at licensed stadia, kennel inspections, oversight and promotion of welfare standards pursuant to the Greyhound Industry Act 1958 - 2019 and the Welfare of Greyhounds Act 2011.

Reports to:                                    Director of Regulation, Care & Welfare or Nominee of the CEO

Primary Work Location:              A nominated GRI location

Key responsibilities of the role are as follows:

  • - All regulatory duties, investigations, and associated work related requirements as prescribed by the Greyhound Industry Act and Greyhound Industry (Racing) Regulations 2007 – 2017.
  • - Welfare related Inspections, investigations and other duties as prescribed by the Welfare of Greyhound Act 2011.
  • - Participation in, and supervision of, Testing Teams at Licensed Stadia during Racing, Trials & Sales Trials as prescribed by the Regulation Department.
  • - Periodic Kennel inspections of licensed trainers (minimum 3 per year) to ensure compliance with Greyhound Trainers’ Regulations 1961.
  • - Inspection of Track Facilities and attendance at Sales Meetings, Official Trials and Race Meetings, including the instruction, direction and supervision of authorised racing officials, to ensure regulatory compliance in Greyhound Industry Racing Regulations 2007 to 2017, Public Sale of greyhound Regulations 1966.
  • - Greyhound Race Track (Permits for Persons Performing Specified Functions) Regulations, 1970,
  • - Periodic Track Inspections to ensure regulatory compliance with track maintenance procedures.
  • - Periodic Inspection of owners premises to ensure regulatory compliance
  • - Leave Cover for Racing Officials as required by the Regulation Department.
  • - Control Committee Attendance as required by the Regulation Department.
  • - Court Attendances as required by the Regulation Department.
  • - Inspection of registered premises (AI Centres, Breeding Establishments, Owners, Trainers premises) and related investigatory work as prescribed in the Artificial Insemination of Greyhound Regulations, 2004 and subsequent amendments.
  • - Out of Competition Testing at registered premises
  • - Assist in the planning, formulation and introduction of appropriate regulatory policies, procedures and regulations.
  • - Liaise with other organisations dedicated solely to the welfare of greyhounds.
  • - Respond to reports received in relation to possible animal welfare issues or concerns.
  • - Assist the GRI welfare team in investigating complaints, queries, and concerns.
  • - Professionally dealing with owners and trainers
  • - Comply with all RCÉ procedures to include all statutory procedures - Fire Health and Safety, hygiene, internal audit.
  • - To ensure all administration work is complete including follow-up calls, and documentation relating to welfare inspections.
  • - Comply with all GRI procedures to include all statutory procedures - Fire Health and Safety, hygiene, internal audit.
  • = To carry out any other reasonable task as assigned by management to meet with business needs.

Hours of Work

The role is a full-time role, 37.5 hours per week, 5 days from 7. Flexibility will be required to meet the requirements of the role.
